Clothing depicted: kilt, armband, anklet shown but not actually part of any extant fragment

Fragment of a fresco. Evans interpreted this as a Captain and a troop of blacks (from article in Ancient World Magazine). It is important to remember that this assessment was made through the view of racism and colonialism.
The both figures appear to wear a kilt. The leader is holding two spears. He is followed by one man who is painted black and possibly depicts Africans. The second black runner (soldier?) appears to have been invented by Émile Gilliéron and his son as there does not seem to be any original fragments related to that figure.
It’s interesting to note that both figures also seem to have horns like a goat.
